Is it common for your girlfriend to not make the first move such as holding hands when you see each other?

Everytime we first see each other, we will sit next to each other you know, but she'll never put her hands on me 1st. I always have to make the first move and when I do, then she puts her hands on me. How come I have to make the first impression? I know she likes me cause she always ends up snugglin' with me, but how can I make our first impression less awkward?Is it common for your girlfriend to not make the first move such as holding hands when you see each other?

Some girls are just shy. I've been married for almost 9 yrs and I still won't make a move on my husband (in bed) because I feel weird about it, I get a bit embarrased.
